Criminal justice reform in Texas is taking the form of changes to the way that bail is determined. State Senator Joan Huffman is pushing legislation that would keep illegal immigrants, accused of felonies, locked up.
The proposed law is named after 12-year old Jocelyn Nungaray, who was sexually assaulted and killed near Houston. Both of the suspects are in the country illegally.
