Animal welfare advocates plan to place pet population control before the Texas Legislature in the 2025 session. Shelters statewide are full or overflowing, and adoptions and fostering are only part of the solution.

The Texas Humane Legislation Network wants legislators to adjust state law so cities would be allowed to regulate the sale of puppies. Also, they want the state to make funds more easily available for shelters and nonprofits to help cover the costs of spay and neuter services.
