A former Houston city park ranger is under federal indictment for detaining and assaulting park visitors. A federal grand jury indicted Joey Lamar Ellis last week for 20 counts of violating the civil rights of eight victims.
Ellis was arrested on Tuesday. He’s accused of blocking victims into parking spaces with his city-issued vehicle, taking their driver’s licenses or cell phones, falsely accusing them of crimes, and demanding money or sexual favors if they didn’t want to be towed or arrested. Investigators think there may be more victims.
